Globalization and the Human Factor in the Public Service Organization

The assumption underpinning the push to “shrink State” may have been that ongoing globalization of markets had made traditional forms government intervention in economic sphere redundant and possibly harmful; that, any event, were more efficient at allocating resources than either politicians or professional bureaucrats. In my modest opinion, this view though not completely unfounded, takes insufficient cognizance a subtle, multiple shift which, since 1980s, has drastically altered balance power world-wide: from South East Northwest; public sector private enterprise; number countries, organized labour management. dominant ideology during 1980s 1990s reflected state affairs continues 21st Century.
